Nine Rings is much faster, and also slightly cheaper.
Says so here http://gw.gamewikis.org/wiki/Luck_titles_guide |

If you want the Lucky title, depend on it, it will cost. It really comes down to how lucky you are. Last time boardwalk was open, I managed to obtain the first level title. Nine Rings is the best - center circle pays less, but more often; corners pay more, but less often.
One stack costs 3750g. Same day in center ring, one stack of tickets netted me about 20K in points; another stack only 6k.

if you want Lucky and Unlucky stand in a corner
As the corners have same net return as middle through weighting of prizes and as last poster pointed out middle wins more often. That means in a corner for same amount of tickets you get same lucky and more unlucky |

9 rings wins more than rings of fortune. Mathematically it doesnt matter where you stand in the 9 rings, they all pay out the same over time. Middle wins more often but you win less ticktes, corners win less often but you win more tickets when you do win. The only difference is that you lose, I think, 200 more games towards unlucky in a corner than in the middle.

Any circle in the nine-rings is good for the lucky title. However, deviation from the theoretical return increases from middle->side->corner. So if you're feeling lucky, go on a corner. Want to play safe? Go middle.

Your all ignoring the cost. If you want max lucky title, be prepared to spend a few weeks afking, and several million gold.

If you want to improve your chances of getting titles on the boardwalk, you can make sure you have a good start on the lucky run by using lockpicks on starter level chests in normal mode. You'll have around 70% chance of keeping the lockpick, which will give you points towards the lucky title. The chest contents won't make you rich (mostly purples), but if you have a high chance of retaining the lockpick, you won't be spending a lot of money on them. Plus you can run the region, saving time as you won't need to fight everything.

well this past weekend was the first time i tried the "afk" method of gaining in my lucky title, i found it to be very successful on my end. i stood in the center ring (9 ring game) and had purchased 3k tickets (at 3750 per stack of 250= 55k in gold). net result, lucky went from 26k to 105k in a 24hr period. my unlucky title, which was already at hapless , never made it the second tier
